1. overview & general description

KMRO Group Corp. is seeking proposals from experienced AI/ML engineering firms and software development vendors to assist in the development, fine-tuning, and deployment of a proprietary AI model and communications platform.

The platform serves as an intelligent, real-time public relations and brand management tool. The core solution combines prompt-tuned LLM workflows with external data pipelines to generate dynamic, persona-driven communications and media sentiment insights to the sports ecosystem.

Note: Full architectural specifications, functional product requirements, and risk frameworks are maintained under strict confidentiality and will be shared only upon execution of a Mutual Non-Disclosure Agreement (NDA).

2. scope & key focus areas for prospective vendors

Prospective vendors should focus their proposal on their capability to deliver rapidly across the following primary execution areas:

  • Accelerated AI/LLM Build & Development: Rapid fine-tuning and deployment of custom LLM architectures, prompt engineering pipelines, persona customization, dynamic tone management, and active mitigation of model hallucinations.
  • Proactive Communication & Transparent Workflows: Maintaining structured, daily/weekly syncs, proactive progress reporting, and clear written documentation explaining how the system is being architected, integrated, and scaled alongside the internal KMRO engineering team.
  • Data Controls & Platform Security: Engineering robust technical guardrails to prevent AI model retention of sensitive user prompts, securing multi-platform data integrations (e.g., OAuth 2.0), and implementing strict role-based access controls (RBAC).
  • Guiding Principle — Compliance & Governance Framework:
    While the primary objective of this project is high-velocity development, all technical outputs are governed by strict underlying compliance protocols. The platform operates within rigid data privacy and governance boundaries—specifically aligning with FERPA (for collegiate data access) and state-level standards such as the CPRA (data minimization, right to delete).

3. Vendor Qualifications & Eligibility Requirements

To be eligible for contract award, responding firms must fulfill the following operational, administrative, and risk-management standards:

  • Designated US Process Agent: The vendor must maintain a designated, registered process agent located within the United States authorized to accept legal service of process.
  • US Financial Infrastructure: Primary corporate banking and financial assets supporting contract performance must be maintained through an FDIC-insured, US-chartered financial institution.
  • Full Staffing & Personnel Disclosure: Complete transparency regarding all personnel and key engineers assigned to the project. The vendor must disclose named team members, their roles, geographic locations, and verified security credentials. Subcontracting or unvetted key personnel swaps without prior written consent is strictly prohibited.
  • Evidence of Active Insurance Coverage: Vendors must evidence active commercial insurance coverage appropriate for advanced software development and data-driven AI systems. Applicants should detail their policy limits and risk coverage scope within their proposal. 
  • Technical Capability: Proven track record of delivering secure, enterprise-grade machine learning pipelines and LLM deployments under accelerated timelines.

4. COMPENSATION & FINANCIAL STRUCTURE NOTICE

Applicants should clearly outline their preferred compensation and engagement structure within their submission. KMRO is open to reviewing creative structural arrangements, including:

  • Fixed-price milestone or deliverable modeling.
  • Time and materials (T&M) with capped project phases.
  • Equity participation, profit-sharing, or performance-based revenue structures for key strategic development partners.
  • Hybrid models combining baseline fee structures with equity or profit incentives.

5. mandatory nda notice & process

Due to the proprietary and confidential nature of this prototype and its underlying model design, detailed project documentation (including feature specifications and risk matrices) will be shared only after an NDA is executed.
